Hanoi is so like Manila setting, there are illegal vendors, litter everywhere and some small makeshift stalls etc etc. One thing I notice is the rampant use of small chairs and as per the tour guide, it matches the size of the vietnamese, small. And more importantly, since they are illegally selling and posting anywhere, it would be easy for them to carry the seats or just leave the chairs totally when the raiding police comes.
